PHASE TWO - Northern Hamlets

What is the project about?

For this project, County administration will work with residents, landowners, and other community stakeholders in three of the County’s northern hamlets of Jarvie, Pibroch, and Dapp to better understand the needs, priorities, and opportunities within each community.

Community engagement will help identify what residents value about their hamlet, what is working well, what may be missing, and what challenges could affect the long-term sustainability of the community.

Unlike the Southern Hamlets project, this work is not intended to plan for significant future growth or establish a long-term development plan. Instead, the focus will be on understanding the current needs of each hamlet and identifying practical ways to support healthy, sustainable communities while ensuring existing infrastructure and services are appropriately maintained.

The What We Heard reports will summarize the feedback received through community engagement and provide a clear understanding of the priorities, concerns, and ideas shared by residents, landowners, and other stakeholders.

The Northern Hamlets project will focus on:

• Understanding the current needs and priorities of each community.
• Identifying infrastructure, maintenance, and service needs.
• Supporting the long-term sustainability and viability of each hamlet.
• Identifying opportunities to improve community spaces, services, and quality of life.
• Understanding challenges that may affect each hamlet in the future.
• Establishing practical priorities and actions based on community feedback, available resources, and the County’s ability to provide services.
• Using the engagement findings to help guide future County decisions and investments in the northern hamlets.

Project Goals

The project has several main goals:

1. Listen to the community.
   Talk with residents, landowners, and other community members to understand what they value about their hamlet, what is working well, what may be missing, and what concerns or opportunities they see for the future.
2. Understand community needs and priorities.
   Review the feedback gathered through community engagement to identify the issues and opportunities that are most important to residents and landowners.
3. Support sustainable communities.
   Identify practical ways the County can support the long-term sustainability, livability, and sense of community within Jarvie, Pibroch, and Dapp.
4. Understand infrastructure needs.
   Identify current and anticipated needs related to roads, drainage, water, wastewater, community spaces, and other infrastructure, with an emphasis on appropriate maintenance and long-term sustainability.
5. Identify practical actions.
   Use community feedback and available technical and financial information to identify realistic actions and priorities that can help address community needs.
6. Guide future investment.
   Provide the County with a better understanding of where maintenance, infrastructure improvements, services, or other investments may be needed within each hamlet.
7. Build on community strengths.
   Recognize the existing assets, relationships, history, and characteristics that make each hamlet unique and identify opportunities to support and strengthen them.
8. Create a clear record of community feedback.
   Prepare a What We Heard report for each hamlet that documents the feedback received and provides a foundation for future discussions, decisions, and planning.
9. Support ongoing community conversations.
   Establish a shared understanding between the County and each community that can help guide future priorities and maintain an ongoing dialogue about the needs and sustainability of the northern hamlets.
