PHASE ONE - Southern Hamlets

What is the project about?

For this project County administration will work with residents, landowners, and other community stakeholders in the County’s three southern hamlets of Busby, Pickardville, and Vimy to create a clear vision for the future of each community.

Once the community vision is established, the next step will be to create a practical roadmap for how each hamlet can move toward that future. This roadmap will be developed through a Community Development Plan for each hamlet.

Each Community Development Plan will include:

• A vision for the future of the hamlet.
• A plan for how land could be used and developed in the future.
• Transportation and infrastructure plans.
• A clear set of actions and priorities for the next five years.
• The technical information needed to help guide future development.

The Community Development Plans will be based on community feedback, good planning practices, technical information, and the financial realities of providing services and infrastructure.

Project Goals

The project has nine main goals:

1. Listen to the community.
   Talk with residents, landowners, and other community members to understand what they value about their hamlet, what may be missing, how they feel about future growth, what they would like their community to look like in the future, and what concerns they have about development.
2. Understand the community’s priorities, opportunities, and challenges.
   Review the feedback gathered through community engagement to better understand what is important to residents and landowners. Identify the opportunities and challenges that may affect future growth, development, and quality of life in each hamlet.
   The What We Heard reports summarize the feedback received from residents, landowners, and stakeholders during the community engagement process.

3. Create a vision for the future.
   Develop a future vision for each hamlet that reflects community feedback, good planning practices, available services and infrastructure, and financial considerations.
4. Plan for future land use.
   Identify where different types of development could take place in each hamlet in the future.
5. Plan for transportation and infrastructure.
   Develop concepts for roads, transportation, water, wastewater, stormwater, and other services needed to support future development.
6. Plan for growth over time.
   Create a logical plan for when and how different areas of each hamlet could be developed.
7. Understand infrastructure costs.
   Develop a high-level understanding of the transportation, stormwater, water, wastewater, and other major infrastructure investments that may be needed to support future growth.
8. Develop an Area Structure Plan.
   Create a long-term planning document for each hamlet that meets provincial requirements and provides guidance for future development.
9. Create a five-year action plan.
   Identify practical steps and priorities that can be taken over the next five years to help move each hamlet toward its future vision.
