Introduction and Pre-Requisite

Westlock County is committed to maintaining safe, healthy, and compliant worksites for all contractors, subcontractors, service providers, workers, and visitors operating within the municipality.

This outlines the minimum legal requirements and County‑specific expectations contractors must meet under:

  • Alberta Occupational Health and Safety Act, Regulation & Code
  • Alberta Transportation legislation (TSA), Commercial Vehicle Safety Compliance (CVSC), NSC-equivalent requirements
  • Alberta Motor Vehicle Information Regulation (AMVIR)
  • Workers’ Compensation Board (WCB) requirements
  • Insurance Act & Certificate of Insurance standards
  • Alberta Labour & Human Rights legislation
  • Alberta ATIA/POPA privacy requirements

 

This page serves as the entry point for orientation, pre‑qualification, and approval to work with Westlock County.

Pre-requisite

These minimum legal and County requirements must be in place within your organization before you start the orientation, pre-qualification and registration process.  If your organization does not currently meet these requirements, please obtain them first.  Once they are in place, your are welcome to return and continue through the steps.

Required to be considered a Contracted Employer with Westlock County:

 

1.        Active WCB Account

  • Your organization must be registered with WCB Alberta and in good standing.

2.        Minimum $2,000,000 Commercial General Liability Insurance

  • Proof of CGL insurance is required.
  • Westlock County must be listed as a certificate holder and additionally insured.

3.        A Valid Health & Safety Management System

You must have one of the following:

  • COR, SECOR, Safety Fitness Certificate (for regulated carriers)
  • a documented Health and Safety Management System aligned with Alberta OHS legislation or;
  • validation documentation supporting safe and compliant work practices

4.        Site Specific / Task Specific Safety Documentation

  • Hazard assessment(s) meeting Part 2 of the OHS Code
  • Safe work practices and procedures applicable to the work

5.        Site Specific Emergency Response Plan

  • Must outline communication, evacuation, and emergency response processes.

6.        Licensing, Registration & Insurance for Any Commercial Operator Working for the County

For each operator:

  • Valid driver’s license (appropriate class)
  • Valid registration and insurance for each vehicle/equipment unit
  • CVIP where applicable

7.        Operator Competency & Training Certifications

  • Training must be current and appropriate for the work being performed (e.g., WHMIS, TDG, Ground Disturbance, Confined Space, H2S, equipment-specific tickets).

8.        Equipment Maintenance & Inspection Records

  • Must comply with manufacturer requirements and Alberta Transportation standards.

9.        Completion of the Westlock County Health & Safety Orientation

  • Must complete the online orientation with a Pass:
  • A signed acknowledgement is required to proceed
  • A failed orientation means the contractor must wait until the next calendar year to reapply

If You Are Not Yet Ready

If your organization does not currently meet these requirements, please complete them before starting the County’s contractor approval process. Once everything is in place, you may return and continue with the steps.

 

Once the orientation has been completed with a “Pass” and the acknowledgement form is signed; notification will be sent to the Health and Safety Department, contractors may proceed to Pre‑Qualification. If the Safety Orientation receives a “failed” you may not proceed to the next steps for the current year.  Westlock County will review all Pre-Qualification submissions within three (3) business days. Upon approval, contractors will receive the required agreement and be placed on the Preferred Contractors List. From this landing page, approved contractors may also access open RFPs, Tenders, and Expressions of Interest (EOIs).  The Project Manager (PM) will conduct a site specific orientation, and will monitor the contractor throughout the duration of the project.

 

 

Steps for working with Westlock County

Step 1 — Health & Safety Orientation: All contractors and workers must complete the Health and Safety Orientation before proceeding to any further steps.

Step 2 — PreQualification Submission: Contractors must submit all validation documents including safety program elements, training records, WCB clearance, insurance, and transportation compliance.

Step 3 — Review and Approval: Westlock County will review submissions within three (3) business days. Upon approval, contractors will receive a Prime Contractor Agreement or Contractor Hold Harmless Agreement, depending on scope.

Step 4 — Preferred Contractors List: Once all requirements are met and agreements signed, contractors are added to the County’s Preferred Contractors List.

Step 5 — Site specific safety orientation; covers site specific hazards & controls, site plan, site rules, emergency procedures unique to the location, scope of work and site conditions, Personal Protective Equipment (PPE), Permit review, Incident reporting, Acknowledgement.

Step 6 — Contractor Monitoring; To ensure the contractor’s safety systems are in place, compliant with all applicable legislation (OHS, WCB, TSA etc), contract/agreement requirements, and site specific safety plan.
